Five Eyes

Five Eyes is the signals intelligence alliance of the United States, United Kingdom, Canada, Australia, and New Zealand, built on the UKUSA Agreement of 1946, which remained secret until its declassification in 2010. The alliance divides the globe into collection zones and shares raw intercepts among members. Documented concerns, raised in the European Parliament’s 2001 ECHELON report and confirmed in Snowden-era disclosures, include the potential for members to circumvent domestic surveillance restrictions by tasking partners to collect on each other’s citizens.
